Modern buildings can be very surprising... this one is located in the center of The Hague and these are the fire-escaping stairs. I have the impression that in the late constructions, these stairs are made so that they ocupy almost no space (which means that if there were to be a fire people would have trouble getting out of the building...) and this spiral-like structure seems to fit the objective perfectly. As for the color, it is a mystery to me...
